Ok, in plain english I have found out what Service Data Downloads on discovery are. It is an optional way for Tivo to deliver various things to Tivo more efficeiently by purchasing bandwidth on The Discovery Channel late at night rather than using phone or network connections. They do not air them all the time and have not aired one since December 6th. Not getting these service data downlods has no impact on the functionality of your Tivo box.
The commercials that tivo often has on the box like the ones they have had in the past for Chevrolet are an example of data that can be obtained from this Service Data Download.
