As expected, the critical two requirements appear to be E0 (open source) and E2 (selective differentiated access).
I worked through RoundUp, to which I was sympathetic because of its Python implementation and its vetting in the Software Carpentry contest a few years ago. The evaluation was of the "classic" configuration. By default, RoundUp does not meet E2. As with all aspects of RoundUp, we could write the code to do so. (But I don't think we will.) Next was to work through the Mantis BT site. E2 is unimplemented in the current release, although there is an RFE to enhance the roles and groups functionality to allow E2-like functionality. I also did a similar scan of Eventum, which is MySQL's bug tracking system. Eventum also lacks E2 and also has an RFE to implement some kind of fine-grained access. (None of these three groups have popped up to discuss their systems.) You already know that Bugzilla passes E2, and timeless and Max are making it clear that C17 is met easily by the Bugzilla community. That's why we're running it in a sandbox mode, and discussing how its various configuration options might be modified to fit the existing process more closely.
