I would strongly recommend setting them to moderated. My experience
with unmoderated quips on BugZilla installations has been less than
pleasant. People mean well, but sometimes they put things that really
have no place in a bug tracking system.

If we intend for all users of different types to use the system, the
last thing we want is a wide-open door to offend them.

Developers tend to be made of sterner stuff, but I think it's in our
best interest to focus on the users here instead.

I think quips should be completely disabled to reflect that.

However, one possible consideration instead of disabling quips
completely is to use a pre-defined set of "OpenSolaris" tips and the
like. Such as "Need more help? Go to HELP_URL."
