Well, a little of both ;-)

There has been reports of this bug before and we haven't been able to
reproduce it. I know it disappears if an admin logs in and goes to some
unit in the particular language. There used to be a message in the
pootle log when the terminology for a language is loaded on first
access, but when I checked now I remembered that I removed the message,
so I'm glad you report that that fixes it (rather a workaround, I would
say).

I'll try to look at it again, but this one is a bit difficult to trace.
You should be able to upload extra files in the terminology project if
you want to add extra terms, by the way.
