You are yanking Luke 16:16 out of context. The meaning there is that the law and prophets were bringing their message until the time of John, and since that time until the time that Jesus was speaking, the kingdom of God is preached and men press into it. In other words, sufficient knowledge had been revealed by the law and the prophets that the time of the kingdom was at hand and men were pressing into it. Hebrews 1 is sharing a similar theme. It is not to say that there are no longer prophets, but rather that a way is opened up now that does not create an elite class of prophets who are the only ones who can receive revelation. Revelation is now open to all who believe in Jesus Christ, as Joel prophesied, he would pour out his spirit upon all flesh. Not just prophets prophesy anymore. We know that these passage must mean this because of the wealth of testimony concerning the ministry of prophets in the churches that followed Christ's crucifixion and resurrection. Furthermore, the Scriptures testify that Jesus anointed prophets in the church AFTER he had ascended to heaven. "... When he ascended up on high, ... he ... gave gifts unto men. ... he gave some, apostles; and some, prophets; and some, evangelists; and some, pastors and teachers; For the perfecting of the saints, for the work of the ministry, for the edifying of the body of Christ: Till we all come in the unity of the faith, and of the knowledge of the Son of God, unto a perfect man, unto the measure of the stature of the fulness of Christ." (Ephesians 4:8-13 KJV) New Testament prophets are mentioned in Eph. 2:20, 3:5, 1 Cor. 12:28, 1 Cor. 14:29, 37, Acts 13:1, 15:32, 21:10, and Rev. 11:10.
