+1 on that.
In fact, a lot of decoupling can already be achieved by not using
references to org.apache.turbine.Turbine anywhere.

My editor tells me that this requires changes in:
TurbineResourceService
TurbineConfig
Log
ServletUtils

Studying the use of RunData within the code to reduce coupling is much
more difficult...
