It appears as if ALL transfer valves are open.A photo of your fuel manifold would be helpful. Shut off the AFT tanks. and see if the fuel level changes after a run. Remember that there are supply. and return valves to each tank. Mine is a 48, and I studied the fuel panel for a few days before the lightbulb came on. A labeling exercise soon followed..Take a quad pad below, and draw the system.All valves, and where you think the lines come from. It may help.
