You have to register with Gmane for each list you post to

What am I missing?

If you do not CC them, they are not going to see your reply to their post.

The non-subscribed posters do not know about Gmane and are not posting from Gmane. They probably know nothing about newsgroups in general.

Makes sense, but I guess my point is that if he could post to the list he has the ability to read replies. They don't have to be cc'd to him. No?

No, not really. Effectively, he's sent a message to the list's e-mail address, but that doesn't give him access to the list's traffic any more than sending a message to you personally would let him see your e-mail. To follow what's happening here, he'd need to currently be subscribed (which was definitely not so at the time of the post), or following the list via a newsgroup, or viewing the archives on the website, and none of these is particularly likely in the average case. If he were included in the Reply-To list of his message when it was posted here, he'd get any replies made directly to his message, but he still wouldn't see any of the rest of the thread unless somebody copied him explicitly.

What I wish were in place is something like what can be done for issues, where somebody can choose to get messages for any subsequent updates to the issue. Then they wouldn't have to get all the unrelated messages, but would see everything relevant.
