Came this utterance formulated by Larry Gusaas to my mailbox:
This list should be like a normal list and require people to
subscribe> before postling.
It serves as a support mailing address for total newbies through to
experts that want to ask questions. If you insist that the newbies
learn how to use a mailing list before they can post a question,
they will be less likely to ask their question. It works.
No, it does not work. This sub-thread started because someone replied
to a non-subscribed poster and did not cc him.

That is a training issue. Those volunteering to assist here cannot
expect to do so without some training. One need only lurk on the list
for a month and that training will be given.

So you expect all volunteers to waste their valuable time searching through all the headers to find out if a poster is subscribed before sending a reply?

It also serves a purpose. Many times i have seen a frustrated user
sideswiping at OO.o as the problem with varying degrees of vulgarity
(95% of the time these issues are lack of personal training or failure
to read the manuals). But it was because they were not subscribed that
they thankfully missed most the unhelpful replies back from other
subscribers that take the bait.

And many times the the user has not received a very useful reply because they were not CC'ed.

People giving help have to jump through too many hoops to determine if
a poster is subscribed to the list. At the very least, the list should
be set up so that the address of non-subscribed posters is included in
the reply-to header.

Is the mailing list server capable of this?

Why don't you check?

With the quality of some of the replies given do we want frustrated
newbies recieving ALL replies to their annoyed and protagonistic
missives? Our replies to these often do not further the cause of OO.o,
in other words, if some of the replies were given by a helpdesk it could
be a case for dismissal ;)

This is a mailing list, not a help desk. If you want it to function as a help desk so people don't have to subscribe, set up a help desk.
