The mail client does when it adds the footer. It can also be set up to
modify the headers and subject.

However, while not intending to 'shoot the messenger', unsubscribed
posts to this list *need* a [moderated] or similar subject line heading.
To continue sending unsubscribed posts to the list simply wastes too
much time for those who continue to contribute to this list.
  Many folks here spend considerable amounts of their time as well,
assisting other users - subscribed and unsubscribed - and this
debate/issue has simply gone on long enough. Bugs have been filed,
discussions have taken place - over *and* over again - and yet the list
is *still* subject to posts without a [moderated] subject tag.

Further down the thread you posted:

ezmlm can add headers, footers, and can add modified subject tags
according to their documentation (this has been discussed here before
also). If collab.net is the problem, then I've not seen this as the
issue in the bugs reports that I used to look up. I can look again, but
wonder if it is worth the effort, as this has gone on for so long that
it's doubtful that anyone will resolve it in my lifetime & I've since
tired of looking them up.

There *does* appear to be some effort made to ensure that list posters
are subscribed. Starting from here, and reviewing the links, I can no
longer find a link that allows unsubscribed users:

So were are the unsubscribed coming from?
  My guess might be that they are from folks that 'bought' OOo from the
3rd Party download link scammers who promise support for their
'services' and then send the unwary off to here for their 'support'. If
that is the case, then perhaps the best option might be to simply
dev/null the posts.
  If it's not the case, then OOo list
administrators/moderators/collab.net et al need to put their heads
together and figure out a way to place a [moderated] tag in the subject
line so that subscribed users don't continue to waste their time
responding. Or if they do respond, then they can easily cc the
unsubscribed if they wish.

Sorry, but I'll no longer assist, or reply to an unsubscribed post
without a [moderated] or similar identifying tag. I've worked hard to
help on this list as best I can, but OOo isn't my only list and I simply
don't have the time nor inclination to parse headers any longer.
