As Harold Fuchs confirmed earlier in this thread, it used to be at

However, this would suggest to me that subject prefixes *can* be added by
the list administrator:

the current added tag is "[users]".  But what is not clear (to me, at least)
is whether the tag can be conditional - depending on the author's
subscription status.  Perhaps the hyperlinks above were created the way they
were precisely because it wasn't possible for the list processor to do it.

A quick web search shows me that the
    ezmlm-make -f
command creates a new mailing list with a subject prefix consisting of the
list name.  Alternatively, the text of the prefix can be placed in
DIR/prefix.  But I see no mention of how this could be made conditional.

The list is managed using a program called "ezmlm" (I think "easy mail
list manager" [Americans pronounce the name of the letter Z "zee",
hence "ee-zee"]). The manual for this program is at
<http://www.ezmlm.org/manual/>. I haven't read the whole thing but I
have read the section on "Message Moderation" and there does *not*
seem to be any facility for the moderator to alter the subject or any
of the address lists (To:, cc:, bcc:) of the message being moderated.
It appears that the moderator can only accept, reject or ignore
messages. Ignored messages are automatically rejected after 5 days.

While we allow unsubscribed posters it seems we will have to live with
the consequences.

As Paul said, the *moderator* does not have the capability. But that header line is getting added somewhere....
