the European Max comes without any restrictions regarding what you can do with the carburetion . Slide covers have no special tamper proof screw, needles have five slots to choose from, idle mixture screws only have a rubber protection to avoid rust, so I still believe that if there is a lean mixture problem, we in Europe would have enough resources to sort out the problem.
 
In my case I have tried adjusting the screws from fully closed (clockwise) to four turns anti clock wise with no real effect on this sudden cough when opening the throttle. I must say it is very annoying and what is more, it can't be good for the engine.

The air jet 1 in the air intake should be a # 90, some bikes export or Cal. have # 100, just a thought if you want to check?, example Can 87max stock, a.j.1=90, a.j.2=150. pilot jet=37.5, mains=152.5
