The bowl were actually clean.  A little varnish film, which cleaned up 
easily, but otherwise looked good.  I do believe the pilot jets may have 
been restricted with varnish.  After soaking,cleaning, washing with soap and 
water, blowing dry, I had put the carbs back together using the original 
o-rings and gaskets and found fuel drafting from around the brass stem that 
the needle jet rides in.  I subsequently replaced the o-rings and gaskets.  
The bike seemed fine.  Weeks later same problem.
