Hmm,

This sounds like a recipe for how to reduce the power on your Vmax.
Assuming that the pipes are Cobras, you should be losing a substantial
amount of power by leaving them on. Reducing the size of the main jet will
reduce the available power also. Shimming the needles was probably an
attempt to offset the jet reduction. Although, come to think of it, maybe
the jet reduction was an attempt to match the lack of scavenge of the
Cobras. If you replace the pipes with a Hindle or Kerker and put in a
Dynojet stage 1 kit you should  be happier with the way the bike works. Take
a look at the archives for this list and look at anything TC's written about
carb tuning for hints.
