Fun, isn't it? Not really. I got so frustrated trying to do it the first time that I figured there had to be a better way. So, I decided that instead of trying to align the map to the hex grid in VASSAL, I would first make a blank hex grid the size that I want in a temp VASSAL module, then export the image and then build my map around that (by using Photoshop to align my map to the hexgrid).
