To add the emoji keyboard:

*  Go to Settings / General / Keyboard
* On the keyboard screen, swipe a couple of times and you should hear, 
keyboards, then a number.  This number will be the current number of keyboards 
you have installed on your device.  I am assuming that it will be 1 or 2.  
Double tap on this number.
* On the next screen, you will find a list of the current keyboards you have on 
your device.  At the end of that page you will find a add button, just double 
tap it.
* On the add screen, you will find a list of different keyboards you can add to 
your device.  Emoji should be one of those choices.  Just double tap it to add 
it to your device.

And yes, you can first dictate your message, then switch to the emoji keyboard.
