Hi Keith, Do you have a screen protector on? If it is one of those that is connected to a case, I would take it apart and make sure there isn't gunk between the screen protector and the screen of the phone.

This is exactly what's been happening to my iPhone 7 ever since I updated to iOS12. What I do is either press the home button then open another app or go into the app switcher, remove the troublesome app then relaunch. Both methods will get things going again. It's not a solution, but it's an ok work-around until Apple issues a fix.
