Hello Keith, I do not think this has anything to do with your phone as I have experienced the same phenomenon, today in fact, on my beloved 8 Plus.
I'm not certain if I would describe it as the screen being unresponsive, so much as I would say that VoiceOver simply drops out. For example, when this happens, one can still scroll from screen-to-screen but without any audio feedback. So, for a totally blind person, this would seem as though the screen / device was unresponsive.
