I think most people would agree there are two criteria: 1. The local temperature where the reaction occurs. "Local" may refer to a microscopic area, as in Taleyarkhan's bubble fusion. * 2. The products, and the ratio of things like neutrons to heat. Obviously with cold fusion it is many orders of magnitude lower than plasma fusion. Some people have suggested there might be intermediate forms, and the two gradually shade into one another. - Jed * Stringham's bubble fusion is probably cold fusion because it has a metal target. The bubble serves as a way of loading the metal, not as a means of compression to plasma fusion levels.
