Me suspects that your server is set to dish up default.htm when someone goes
to the link above and that your default.htm frameset has scrolling=no for
the middle frame. When you go to another page (About TLC), then click back
to "home" you load index.html, a different file, which has scrolling=auto.
You can either get your server admin to change the default page to
index.html or change your filenames to match their system: change index.html
to default.htm.
