I have been on a couple of lists that have moved from server to server
and changed list software. According to my recollection, if you start
with the address list, at least the user base can be moved and loaded
into the new server. The entire switch lasted for about 2 weeks while
while users had the opportunity to update client side address books.
During that time, everyone used the new server to post new items.
Eventually, old threads died and the new server assumed the primary
role.
Another point that helped was the old server was a Unix system running
sendmail. Sendmail was configured to grad those addresses and forward
them to the new server.
