So he feels guilt. So he knows he owes you.

You could do that. Doubt you'd get much money out of him. Or you could
walk up to him and tell him you forgive him. Tell him you understand the
problem with budgets, etc. Then ask if he could acknowledge the plan so
you could list him as a reference to help you get more business. Tell him
that that has a lot value to you, and you are willing to forgive and
forget to get that.

Do you want your kids to do well in school, to get good help when
they need it? Or do you want the teachers and school board members to hate
them?

I think that in the long run, you will get more business if you are
kind and understanding, than if you show you can be hard to deal with.

If this were a commercial entity, not a community entity, I might
think otherwise; but in no case would I blast them in the press till I was
absolutely sure they were real SOB's.

Face it, you have already lost what money you might have gained. Why
throw good money and good effort after bad? Salvage what value you can --
references and some good will.

Life is not about winning, it is about enduring. To do that, you
need friends, not enemies. It is by favors and forgivenesses that we
endure the long journey of life. (I had a lot of those favors returned to
me these past few weeks. They make one hell of a difference in life,
which is why I gave them when I could. Put humanity before
professionalism, but don't skimp on the professionalism.)
