This is very much the way many of our web sites work. The templates are
created by the web development team and then the individual business
units update and maintain the content. Our solution for this is Lotus
Domino, which allows the user to update the site using a Lotus Notes
client. They can also use this for group messaging and email. There's a
basic Domino Intranet starter pack from a few hundred dollars.
Domino is available for AIX, NT, Solaris and a few others. Try the Lotus
web site for details. Not sure of the URL but you could always try
