There's a couple of ways you can do this:
One is with a specific utility, as you mention: these are called "rippers",
and take CD input and convert it to a format such as WAV, AU or
whatever. Usually WAV though, on the PC at least. You can then import
that into the RealEncoder and create your RA file.
A simpler way, assuming you have the hardware for it, is to have your
sound card (a decent one, preferably) connected to your stereo system,
and to encode directly from the CD output. This saves the step of
converting to an intermediate format like WAV before encoding the RA file.
For instance, I have a 'Line Out' from my AWE card with an RCA adapter
cord going into the AUX channel of my amplifier; I play the CD I want to
record on my PC's CD-ROM drive, and simply tell RealEncoder to "Record
from Media Source". The CD is then recorded directly. Works the same
with my synth, which is connected to 'Tape 2' on the amplifier. (So much
bloody wiring, sigh. And all of this is connected to my VCR/TV/camcorder
too :)

Note: Rippers are most often used as a first step in creating MP3 files, but
they do create WAV files from CDs, which is what you'll want to make
RealAudio files if you can't do it direct through your hardware.
