I have also come across an issue whilst upgrading to WUG Pro 2005.  I received the email providing me a download link for the installation files. 
 
I carried out the upgrade of our existing WUG server only to have to remove it because I accidentally selected the MSDE installation option. At the second attempt of installing the upgrade I was prompted to activate the product, this did not appear the first time I installed the application.  I have been unable to activate the upgrade using either the online method or the offline method.
 
When using the online method, I enter the license key that was provided at the time of download and I receive the message that the "Activation Succeeded but the activation server could not be contacted" - the WUG server has full internet connectivity.
 
I then attempted to register offline from another pc and after entering both the license key and the challenge code I am advised that "the key is of incorrect length or the activation limit has been exceeded." 
 
I am guessing that the license key that was provided at the time of download is a one-time only key and now I need another license key.  I have contacted an Australian reseller to obtain a new installation key and am still waiting.

After the software has already been installed? or only during installation when it prompts for the key? I had already installed the software before I knew how to obtain the Product License Key, and now I can't find where to enter it.

You can enter the license key directly into the Evaluation to activate it into the full purchased version.
