Hi Ziko, There is in fact a rationale within the text of the recommendation. In essence, it's that some communities will never share their heritage if it can then be re-used in a manner they consider disrespectful.
Of course one can disagree with that statement on a factual level, or ask for evidence behind it. Or one can agree with it but disagree with the intention of the recommendation. Or one can agree with the intention, but disagree about the the effectiveness of allowing some NC or ND content on some Wikimedia projects as a method of achieving it. What is rather less constructive is gathering pitchforks and flaming torches against the OUTRAGE of THE WMF making every Wikimedia project immediately accept unfree content.
