Assuming you are reading this CPU0 FAN ERROR message on the monitor, you
want to open the case and confirm the fan isn't spinning.  I find it hard to
believe there isn't *some* fan noise coming from the case, at least the
power supply.

As for sourcing a fan, they may be hard to buy without the accompanying CPU
heat sink.  You'll need to take a look and see what it looks like, and see
what's being offered on Ebay for that model.  Some fans are more difficult
to change than others, and if you have to replace the entire heat sink
that's a lot more trouble than swapping hard drives or modem cards.

I'd be surprised if Dell would sell anything less than an entire motherboard
with CPU installed to repair this problem.  They wouldn't want their field
service techs messing around with heat sink swaps, I bet.  (that's assuming
they would even offer to repair such an old machine at any price...)
