Unless you made the CD bootable, you can't boot from it:

Andy already explained how to use the F8 key to get into Windows Safe Mode,
but frankly it sounds to me like the boot process is not even getting to that
point. Either your Windows system files are corrupt, or there is a hardware
failure (HD or HD controller). Does the BIOS report the existence of the
hard drive? Eventually you'll need the Windows XP CD to do further 
troubleshooting and repairs.
