Heck, borrow an XP cd (at work, a neighbor, steal one - j/k)and do a repair.
You should have the serial on the PC box so I don't see a problem there. If it won't repair I see a hardware problem or re-install on the horizon. Of course I always miss the most obvious, easy, answers...
