As stated above since the file MSVCR71.DLL is no longer considered a system
file copying the file to the applications folder(s) still presents a
problem: there
are still many versions of the file of which the files timestamp can't be
used as an accurate verification of the version. In this case its best to
copy the same file with the same timestamp to each apps directory once to
ensure that they all get the same file.

I ended up copying the version on this computer of MSVCR71.dll in the
SYSTEM32 folder to the laptop SYSTEM32 directory. That seemed to eliminate
all the start up error messages and the HP applications I tried also loaded
without error messages. I left for my friend the task of testing all the
other applications he uses. Seems as if I made progress since all the
startup messages are gone.
