[Winona Online Democracy] Arlene...you know the answer to this one as well as I do...and the university is investigating a parking ramp/small retail kind of structure at Main and Howard (?). A ramp on campus is the only solution, accompanied by strict enforcement of lawn parking and other violations. I also think one way streets near WSU would be a good idea, but that will never fly.
