[Winona Online Democracy] I would not be in favor of requiring off street parking, as that would just make the central city more devoid of green space. But if homeowners, landlords, or City Hall feel there just has to be parking on the premises, spreading some gravel would be preferable to paving everything. Then, should future residents value landscape gardening more than owning a fleet of vehicles, it won't be so much work to reclaim the yard.
BTW: In addition to cracking down on lawn parking, blocking the sidewalks should receive some attention. Besides being rude, I've noticed that in my neighborhood, the tricycle and training wheel kids often go out into the street to detour around the cars. John N.
