Don't get me started on no sidewalks in new subdivisions.  I too wish
requiring sidewalks were written into the Constitution.  It is a natural
response from a mindset that assumes most transportation happens in cars,
not on foot; and that one shouldn't have to pay a dime more for things that
don't benefit me directly.  These two trends - more cars, less investment in
the public realm - are hallmarks of post-WW II suburbanization.  Only in the
last ten years has there been a growing movement in this country to 1)
balance the emphasis given to autos vs. pedestrians, and 2) realize the
importance of public spaces vs. each one's private spaces.

Sidewalks cost a little more, and not providing them guarantees that more
transportation will happen in cars, since it is unpleasant and unsafe in
many instances to walk in the street.
