[Winona Online Democracy]

Any one who rents a place to live on the private economy in Winona pays
property taxes (its part of their rent).   As a matter of fact, they are
paying property taxes at a higher rate than those of us who pay only the
homestead rate.

Even so, they are entitled to vote here whether they pay property taxes or
not.

A movement to remove their eligibility to vote could be started.  I'm not
certain, but that might require a constitutional amendment at this point.
