Don't forget the students also contributed to dredging the lake with 1/2% sales tax a few years ago.  I'm sure a lot of them don't come back to Winona for the swimming or the fishing after they helped pay for it.

Watching the discussion I think the solution is to have a surcharge on the
rent based on the amount the taxes went up.  Then people can see what they
are paying for and the others can be happy they are not in the middle with
no way to pass through the higher taxes.

Any one who rents a place to live on the private economy in Winona pays
property taxes (its part of their rent).   As a matter of fact, they are
paying property taxes at a higher rate than those of us who pay only the
homestead rate.
 
Even so, they are entitled to vote here whether they pay property taxes or
not.
 
A movement to remove their eligibility to vote could be started.  I'm not
certain, but that might require a constitutional amendment at this point.
