JPEG sounds good. JPEG2000 may be a pain in the neck for people, since it usually requires additional processing. Given that there are no free photo databases as it seems, I'd make it as simple as possible to add photos. Ideally, XCSoar would also try to load a waypoint file named after its ID or so (e.g., ID*.JPG to allow for multiple files), even if that may change in the future. That way, you avoid a dependency that requires providers of photos to change waypoint files, which may come from other sources.
