Yes, I think that is the best solution. I'll talk to mba.

Just did and he, too, thinks this is the best way to proceed. Incidentally he as a CWS already that extends the Tools->Customize->Keyboard dialog to use MOD2 alone; he said he'd resync that CWS once macshortcuts01 is in and add the MOD3 to that dialog, too.
