I had to check on this myself... but as I understand it, Reload User basically
stops the messaging agent for that one particular user, and then restarts the
agent.
You can see the detail in the MAGT logs.

Follow along with RIM's guidelines here and things should go smoothly.
I've done this move several times, and downtime is very minimal. In my case,
the users didn't even know it happened. (or they were just quiet about it!)
It's not unlimited. If you read the fine print on the agreement you'll see
that Verizon caps usage at 5GB per billing cycle.
