I think the 6 minute wait on the shutdown might be your problem, the task
sequence wont wait 6 minutes if you’re just telling it to “shutdown -r -t 360”,
the command will execute
Really surprising that The issue is not resolved in latest build. We had
the similar issue with Win10 1703 back in April/May last year and Microsoft
did agree to it as a bug. However, it was not resolved AFAIK.

Yes, DCU can update the BIOS. When the BIOS is updated, Bitlocker asks for a
key. You can also tell DCU to not check for BIOS updates when it checks for
updates. Then it will update everything but the BIOS.

is missing. I only import the missing drivers after that.

and it works fine. Did you verify that the service account you're using
has the appropriate permissions to the OU?
A netsetup log would be helpful if you can get it - Scrub it before sending.
