If the XMTR is @ 10 W. at 1st. time to key up. and then take a dive to 1.5 Watts, being I never seen this unit or schematic, I am going to guess .. A componet may not short until it gets x amt of time the power is present then shorts out or opposite opens up and the pwr. drops.

Sometimes you get lucky, and it's only the chip; too often you'll be checking individual pieces-parts. Those pass xstrs can be a real pain. Suggestion: put that new chip in a socket -- makes it lots easier the next time. Test fixture: swipe a headlamp or two from, say, the XYL's car... 8-)

If your volt/multi-meter has a diode (drop) test function, it might be a good idea to check the large pass transistors for short, no-short fault. Although heat sink grease is not as popular for new TO-3 transistor case mounts; I still remove the pass transistors and clean the parts with
