Here is how we ideally "schedule" when policies take effect:

1)      New or revised Procurement, Accounts Payable, Budget and HR Staffing 
and Performance policies have an effective date of July 1, the first day of our 
fiscal year.

2)      Payroll and Benefits policies have an effective date of January 1, 
since they often involve tax information and the tax year.

3)      Other policies are effective as approved, which is usually a small 
number.

If we need to push-out the information about a policy change before the 
information is in effect, I have a consistent formatted text box I use on our 
policy template, prefaced with "This section of the policy is effective...".

We've never had a problem with your third question.
