Same at CSU, although, it's not as much about the publication date as it is 
about the approval process. Our Cabinet and President really only want to take 
them up twice a year (March and September). However, policy revisions and 
urgent matters can be "fast tracked" off cycle. And I'm looking at proposing an 
"interim policy", something we haven't done, right now, that would be approved 
pending full policy development.

Hi Sheryl,

At the University of Colorado, we strive to publish new/revised policies only 
twice a year (Jan 1 and July 1) to minimize disruption and maximize awareness.
We will go off-cycle if we must (e.g., because we need to address a 
vulnerability and can't wait several months).
