Hi Sheryl,
As a general rule, policies are adopted after the review, approval, and
30-day open review processes have been completed (quarterly after the
President's Policy Committee has approved them).

That said, there are certainly sensitive policies that have a published
implementation date.  For example, we have a draft smoke and tobacco-free
campus policy under review now that will have an implementation date of
7/1/14.  This allows the policy owner time to put out a strong marketing
campaign, ensure the wellness programs are ready for an influx of potential
future non-smokers, signs to be placed on campus, etc.

Our new or significantly changed education policies are typically published
between September and April so that the students have an opportunity to
participate in the open review process.  And yes, depending on the nature
of the HR policy, it may be staged either with a future implementation date
or time it such that it is available when the actual change is needed.
However, there are no policies that are only published once a year as a
standard practice.
