Here at Yale we typically  implement as they are approved, plus 30 days. We 
have a 30 day "community" review period.

Here at ODU, so far all of our policies have become effective on the date that 
they are executed by the President, though we may have a reason in the future 
to consider a different effective date, depending on the subject matter of the 
policy.
