Deutsch - in The Beginning of Infinity - was pretty dopey on that topic.  He 
says
things like:

"universal computers cannot really be universal unless there are people present
to provide energy and maintenance – indefinitely." (p. 146).

Humans being computationally universal doesn't make them top of the heap.
