Your proposals do not change the core! Do you really think we don't have a 
Promotor and an Assessor because proposal rewards aren't discrete enough?

If there's a rules-based reason for the four most important offices being 
empty, it's that the game is too boring. (Like I said, it's busyness IRL in a 
number of cases).
