I agree with you, except the APF doesnt necessarily need to be a GFA member.
(being both APF and GFA current might well be mutually exclusive to a
degree, functionally at least, or if not, at least making such persons
rare)

An insurance company assesses a risk and then insures against it at an
"appropriate" cost!  Whether this APF packer is a GFA member or not,
an insurer will see it the APF packer as the same risk entity (when
packing GFA 'chutes).
OAMPS is not suddenly going to insure the APF packer because he is a
paid up member of the GFA. Chute packing and gliding are assessed as
different risks and thus insured differently. At least thats how I
understand it....

Whats interesting is that its not clear (to me at least) what the
reason is for the APF's insurers to cut out the GFA (and possibly
other parties') repacking risk. As a small fish in the greater 'chute
packing pond, what if the the GFA chutes were an added insurance
option that was left off as its not economically worthwhile or worth
the hassle? Or is it perhaps because the GFA chute risk has been
bundled with some other repack groups' risk that is larger and is now,
as a whole unappealing to the APF and APF insurers? or maybe GFA
chutes are just plain higher risk than APF chutes? ( I'm in denial...)

That has to be worked out.

Insurers will always insure, but at a cost that is economically
appealing to themselves ;) We now hope its agreeable to us as well. If
not we'll have to do it ourselves and work that out. I personally
think I would, as a first choice, leave 'chute packing to the 'chute
packers.

Within the last month I read an old US gliding thread concerning a
similar issue, but it was more related to the packing interval. I
think they have their APF equivalent pack theirs. I'll try find it.
