I was trained to repack chutes by an SAS sergeant and sport skydiver 
in 1973. In those days you could legally pack your own emergency 
chute. It's one of those personal responsibility things which if it 
doesn't work there's nobody to blame but yourself. I wouldn't pack a 
chute for $25. Nor would I trust any GFA insurance policy supposedly 
taken out on my behalf. If you would, I've got a nice bridge you 
might be interested in. Any APF rigger who believes he might be 
covered by some mickey mouse GFA associate or auxiliary membership to 
repack GFA chutes might also be interested in the same bridge. You'd 
wear a chute packed by somebody that stupid?

Your scheme also leaves your mates who might fly aerobatics in 
powered aircraft and those who test fly homebuilts out in the cold too.

What we are seeing is where the slippery slope of "a piece of paper 
for everything and a rule for everything" leads. It starts off as a 
minor annoyance and ends up with you being unable to reasonably 
comply. It is complicated by the absolute regulatory shambles that is 
sport aviation in Australia. You would think we all flew in alternate 
universes rather than the same airspace.
