It is really quite simple. The APF doesn't want to get their insurers
to cover this risk because they couldn't give the proverbial rat's
rear end for anyone but their own members. Just like the GFA.
The problem is that the APF has been handed a near monopoly by CASA,
again just like the GFA. I don't have a real problem with outsourcing
regulatory functions even to one body only but if this is done that
body must, as part of it's delegation from CASA, agree to perform
this regulatory function for everyone, member or not, without
discrimination. Otherwise we have the absurd situation, which now
exists, of laws and regulations which are very difficult if not
impossible to comply with.
In short, this is a CASA problem. They are the folks who have the
regulation that chutes must be repacked every 6 months by licensed riggers.
One partial solution is to revert to the non regulatory days on this
and allow anyone to pack their own chute and sign it out or allow
anyone to pack the chute but have the owner sign it out and take
legal responsibility. This may require some change to the laws and
regulations so that it is quite clear that nobody but the person who
signs for it is responsible and that the chute is legally out of
repack if worn by somebody else.
This will result in parachutes becoming personal items though.
