Something isn't right. So it is reaching full brew temp but then temp 
plunges when you brew?

Is the steam boiler hot?
What is resistance across brew and steam heater elements?

When I had my heater elements out a few years ago I removed a bunch of 
mineralized growths, especially from the brew boiler. Literally a hand 
full. Maybe the descale caused some crust to slough off?
